The Superior Court of Fulton County Georgia (“Court”) has an exciting opportunity for the position of Pretrial Release Officer II.
Superior Court is Georgia's busiest trial court of general jurisdiction. The Court seeks to provide a forum in which legal disputes between citizens can be resolved in a fair and efficient process with attention to equal access, impartiality, efficiency, and safety. Job Summary:
The purpose of this classification is to perform duties related to interviewing, assessing eligibility, and issuing release orders for defendants who meet the stipulations of the Pretrial Services Program. Responsibilities include tracking cases for defendants, evaluating prospective candidates for the Pretrial Release Program and providing lead direction to assigned staff. This classification is distinguished from Pretrial Release Officer I in that this classification evaluates prospective candidates for the Pretrial Release Program in addition to providing lead direction, whereas the latter conducts interviews, assesses eligibility, and issues release orders for defendants.
Essential Duties:
May lead and/or coordinate daily work activities of staff: confers with supervisor to obtain direction regarding work assignments and priorities; confers with staff, assists with complex/problem situations.
Provides technical expertise; assists with training and instructing staff regarding operational procedures and proper use of software/equipment.
Conducts interviews with defendants, victims, family members, and references: evaluates prospective candidates for the Pretrial Release Program and verifies references: and prepares release recommendations for appropriate staff.
Monitors defendants' compliance or non-compliance with release conditions as required. Conducts field visits for assigned defendants.
Provides court testimonies as required: provides overview of each Bond Assessment and questions from court staff; and makes recommendations as to whether the defendant is eligible for release through Pretrial supervision.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation including criminal records, court dockets, court calendars, compliance reports, and other materials; reviews, completes, processes, forwards or retains as appropriate.
Reviews Public Defender Application, Bond Assessments, daily statistical reports, and interviews; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Operates a personal computer to enter, review or modify data, utilizing Computer Management Systems, GCIC or similar software, word processing, spreadsheet, database, Internet, email or other software; and operates general office or other equipment as necessary to complete essential functions.
Qualifications:
Knowledge, Skills, and Abilities:
Requires knowledge of principles and practices of leadership. Laws, rules, and regulations governing pretrial release services. State of Georgia criminal laws and codes. Techniques used in conducting legal research related to area of assignment. Social/rehabilitative agencies and community resources and programs related to area of assignment. General office practices, procedures, equipment, and technology.
Requires skill in evaluating and processing complex criminal information and recommending appropriate action. Maintaining accurate records. Organizing and prioritizing work. Using spreadsheet, database, word processing, and presentation software. Understanding, using, and explaining Court-specific computer applications to manage court processes, gather and analyze statistics, and create reports. Preparing and presenting oral and written communications. Conducting research. Delivering high quality, customer-focused service. Building sustainable working relationships with other County personnel, officials, and the public. Communicating effectively with coworkers, supervisor, and the public. Generating enthusiasm and support for program objectives.
Education and Experience:
Bachelor's Degree in criminal justice, psychology, sociology or a related required; supplemented by two years of experience in a pretrial court services program; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Preferred Qualifications:
Master’s Degree in Social Work, Counseling, or Psychology ; minimum three years of experience in providing behavioral health services; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Experience working in a mental health residential facility, with a mental health service provider, mental health population in a community setting
Experience conducting or administering need assessments or new client orientations
Ability and experience working shift schedules or non-traditional work schedules. This position with Fulton County Pretrial Services may require shift work, rotating shift work, and/or some other departure from standard daytime operating hours.
May require and maintain a state of Georgia license or eligibility for a license as a professional counselor, clinical social worker, or rehabilitation counselor;
Knowledge of principles and practices of management and supervision. Knowledge of diagnostic interviews. Diagnostic and Statistical Manual ' Five Edition (DSM-V) diagnostic impressions. Principles and practices of crisis intervention. Triage techniques. Principles and practices of client confidentiality. Principles and practices of behavioral health case management. Laws, rules, and regulations governing behavioral health programs. Principles and practices of quality improvement of patients. Prevention and intervention treatment models.
Licensing Requirements:
May require a valid Georgia driver’s license.
Physical Requirements:
Work is typically performed in an office-like environment. May work in high conflict situations and with difficult, sometimes dangerous parties. Positions in this class typically require grasping, fingering, talking, seeing, hearing, walking, standing, and driving. Work in this class also involves security and safety risks.
Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
