The Public Building Authority (PBA) is a joint public, non-profit organization created by Knox County and the City of Knoxville to develop, construct, manage, and maintain a wide range of public facilities and services on their behalf. PBA oversees major construction projects, provides long-term property and grounds management for millions of square feet of buildings—including city and county facilities, parks, and parking garages—and even handles security, telecommunications infrastructure and on-street parking operations throughout the community. Governed by an 11-member board appointed by county and city leaders, the PBA works to deliver cost-effective, professional facility services that support local government operations and enhance public spaces for residents and visitors alike.

Due to continued growth, PBA is seeking an experienced HVAC Technician to join our Engineering & Maintenance team. Reporting directly to the Director of Engineering & Maintenance, this role is essential diagnosing, repairing, and maintaining heating, ventilation, air conditioning, and refrigeration systems across various property types.

Key Responsibilities:

  • Install, troubleshoot, and repair HVAC systems, including air conditioning units, boilers, and ammonia refrigeration equipment.
  • Read and interpret schematics, blueprints, and HVAC design plans to accurately diagnose issues and implement solutions.
  • Perform maintenance tasks such as cleaning filters, inspecting ductwork, and calibrating thermostats to ensure efficient operation.
  • Conduct service calls for property maintenance involving HVAC/R systems, appliance repair, plumbing, and mechanical equipment.
  • Diagnose electrical issues using appropriate testing devices and perform necessary repairs or replacements.
  • Maintain detailed service records and communicate effectively with clients regarding system status and recommended actions.

Qualifications:

  • Proven experience as an HVAC technician or in a similar service technician role with construction or property maintenance background.
  • Strong mechanical knowledge including refrigeration, plumbing, boiler operation, and appliance repair.
  • Familiarity with HVAC/R systems design, schematics interpretation, and equipment repair techniques.
  • Experience working with air conditioning units, ammonia refrigeration systems, boilers, and related mechanical components.
  • Ability to read technical diagrams and schematics accurately.
  • Proficiency with diagnostic tools such as ohmmeters and welding equipment is preferred.
  • Field service experience is highly desirable along with property maintenance skills.
  • Valid driver’s license with a clean driving record is required for driver responsibilities.
  • Strong communication, organizational and problem-solving skills.
  • Excellent customer service skills.
