Summary

The primary objective of this position is to provide guidance and oversight to Memphis Housing Authority’s housing programs, which include Public Housing (PH), Housing Choice Voucher (HCV), and Rental Assistance Demonstration (RAD) conversions. The Chief Housing Officer will be responsible for establishing, implementing, and monitoring all management policies and procedures to be followed by staff in the housing programs, and resident service areas. The Chief Housing Officer will also ensure regulatory compliance at privately owned and managed properties with PH or HCV units within their unit mix. Plan, develop and promote MHA’s housing initiatives and coordinate activities with local, state, and federal government agencies. Identify strategic development/acquisition targets and submits plans for accomplishing goals. Along with other Chief Officers, this position may act as the CEO in his/her absence.

All activities must support the MHA (or “Authority”) mission, strategic goals, and objectives.

Essential Duties and Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed.

  • Plans, organizes, and directs the daily administration and management of the Authority’s Asset Management portfolio. Oversee the administration of the Housing Choice Voucher (HCV) program. Monitors and evaluates services provided to tenants, owners, contractors, and vendors to ensure compliance with all applicable government regulations, procedures, and MHA policies.

  • Monitors the MHA property portfolio and HCV program to ensure compliance with MHA’s goals, objectives, policies, and procedures, as well as federal, state, and local laws and regulations. Oversee the monitoring of site budgets and for each property or commercial asset.

  • Leads the housing authority in evaluating and guiding the RAD conversion process.

  • Provides verbal reports and presentations to the Board of Commissioners and other governing bodies, as appropriate. Prepares reports resolutions for Commission review and approval.

  • Coordinates and communicates with the City Council members and other elected officials in Memphis and Shelby County.

  • Assists in the development and administration of the Annual Plan and the five-year Capital Fund planning processes. Manages the short- and long-term goals for each MHA property, establishes performance standards for staff and contractors, and authorizes or approves personnel actions.

  • Ensures effective fiduciary controls across all housing and resident program areas. Oversee financial management activities to ensure compliance with Asset Management and HCV program objectives, as well as applicable federal, state, and local laws and HUD policies and procedures.

  • Participates in budget preparation and development, capital planning, cash flow management, asset management, and the production of monthly financial reports. Ensures accuracy, completeness, and compliance with reporting standards and regulatory requirements.

  • Establish within operation areas, policy-appropriate service and staffing levels and comprehensive minimum standards in support of Authority goals and objectives. Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, allocating resources as needed. Develops and maintains departmental policies and procedures and assists in development of Authority-wide policies.

  • Reviews and approvals of staff recommendations for corrective action plans and improvement strategies as developed by the Authority.

  • Reviews reports summarizing findings and recommendations related to HCV and Public Housing operations, property maintenance, capital needs, code violations, services, and resident activities, and submits them to the CEO.

  • Establishes and maintains a cooperative relationship with tenant organizations, demonstrating respect for and understanding of diverse backgrounds.

  • Performs other duties as assigned.

Education and/or Experience

Master’s Degree from an accredited college or university in Planning, Business Administration, Finance, Public Administration, Real Estate Development, Accounting or a related field or six (6) years of progressively responsible experience in Public Housing management, oversight, asset management, planning, real estate analysis, finance, or any combination of experience and training which enables one to perform the essential job function. The candidate must have a working knowledge of HUD program regulations. Strong computer and analytical skills plus excellent written and oral communication skills are required.

Must be licensed to drive in the State of Tennessee.

Technical Skills

To perform this job successfully, the employee should have proficiency with applicable computer software (e.g., MS Word, Excel, PowerPoint, Outlook, and project management). Experience using Yardi Voyager is strongly preferred. Must have the ability to learn other computer software programs as required by assigned tasks.
